Amman Ghabawi Landfill Gas to Energy Project

About the project

The Amman Ghabawi Landfill Gas to Energy Project captures the landfill gas generated at the Al Ghabawi sanitary landfill, approximately 40 km east of Amman, and uses the recovered methane to generate electricity delivered to the Jordanian national grid. In the absence of the project, this methane would be released directly into the atmosphere. The project is implemented by Amman Vision Treatment & Recycling (AVTR), with Climate Balanced as technical consultant, and applies the approved methodology ACM0001 “Flaring or use of landfill gas”. Originally registered under the Clean Development Mechanism, the project has transitioned to the Paris Agreement Crediting Mechanism under Article 6.4 of the Paris Agreement. Alongside its climate benefit, it supplies renewable electricity to the grid, provides local employment and training, and improves air quality and odour control around the site.

Verification in progress

The independent verification of the project’s first monitoring period, covering 1 January 2021 to 31 December 2025, is currently under way. The accredited Validation and Verification Body appointed for the activity and included a physical on-site audit at Al Ghabawi on 3–4 August 2026 covering the plant and its monitoring equipment, the monitoring data and emission reduction calculations, the environmental and social safeguards, and interviews with facility personnel and local stakeholders. Upon completion, the monitoring report and the verification outcome will be published on the UNFCCC website on the activity page for Activity 3370.

Continuous stakeholder feedback channel

In accordance with Section 7.1 of the Article 6.4 activity standard for projects and the Article 6.4 sustainable development tool, a communication channel is maintained continuously - until the end of the project’s crediting period - through which any stakeholder may submit comments, questions, suggestions or grievances concerning the project. Submissions may be made at any time, free of charge, in English, Arabic or Turkish.

The channel is open to observations on environmental effects such as air quality, odour, noise or traffic; to health, safety and labour matters at the facility; to the sustainable development benefits reported by the project; and to any other concern. Comments received are reviewed, addressed and reported in the project’s next monitoring report, and are made available to the independent auditor.

عن المشروع

يقوم مشروع إنتاج الطاقة من غاز مكب النفايات في الغباوي بتجميع الغاز الناتج عن مكب النفايات الصحي ، الواقع على بُعد نحو 40 كم إلى الشرق من عمّان، واستخدام غاز الميثان المستَرجَع في توليد الكهرباء التي تُغذّى بها الشبكة الوطنية الأردنية. ومن دون هذا المشروع لكان غازالميثان سينبعث مباشرةً إلى الغلاف الجوي. ويُنفَّذ المشروع من قِبل شركة رؤية عمان للمعالجة وإعادة التدوير (AVTR)، وتتولّى شركة كلايمت بالانسد دور الاستشاري الفني، ويطبّق المشروع المنهجية المعتمدة ACM0001 «حرق غاز مكب النفايات أو استخدامه». وكان المشروع مسجَّلاً في الأصل ضمن آلية التنمية النظيفة، ثم انتقل إلى آلية الاعتماد المنبثقة عن اتفاق باريس بموجب المادة 6.4 من الاتفاق. وإلى جانب أثره المناخي فإنه يزود الشبكة بالكهرباء المتجددة، ويوفر فرص العمل والتدريب المحلي، ويحسن جودة الهواء والروائح حول الموقع.

عملية التحقق قيد التنفيذ

تجري حالياً مرحلة التحقق المستقل من فترة الرصد الأولى للمشروع والتي تغطّي الفترة من 1 كانون الثاني/يناير 2021 إلى 31 كانون الأول/ديسمبر 2025. وتولت الهيئة المعتمدة للتحقق والتصديق المعنية للنشاط التدقيق الميداني في موقع مكب الغباوي يومي 3-4 أغسطس 2026، والذي غطى المصنع ومعداته للمراقبة، وبيانات المراقبة وحسابات تقليل الانبعاثات، والضمانات البيئية والاجتماعية، والمقابلات مع موظفي المنشأة وأصحاب المصلحة المحليين.

عند الانتهاء، سيتم نشر تقرير المراقبة ونتيجة التحقق على موقع UNFCCC على صفحة النشاط للنشاط 3370.

قناة مستمرة لتلقّي ملاحظات الأطراف المعنية

استنادا على البند 7.1 من معيار أنشطة المادة 6.4 للمشاريع وبأداة التنمية المستدامة الخاصة بالمادة 6.4، تُدار قناة اتصال بصورة مستمرة — حتى نهاية فترة الاعتماد الخاصة بالمشروع — يمكن من خلالها لأي طرف معني تقديم ملاحظات أو استفسارات أو مقترحات أو شكاوى بشأن المشروع. ويمكن تقديم هذه المشاركات في أي وقت، مجانا وبدون أي رسوم، باللغة العربية أو الإنجليزية أو التركية.

والقناة مفتوحة لتلقّي الملاحظات المتعلقة بالآثار البيئية مثل جودة الهواء والروائح والضوضاء وحركة المرور؛ وبمسائل الصحة والسلامة وظروف العمل في المنشأة؛ وبمنافع التنمية المستدامة التي يفيد بها المشروع؛ وبأي شواغل أخرى. وتُراجَع الملاحظات الواردة وتُعالَج ويُبلَّغ عنها في تقرير الرصد التالي للمشروع، وتُتاح لجهة التحقق المستقلة.
